If an admin is notified of users who previously had access to reports noticing their access is unexpectedly removed, this is typically tied to their permissions being changed within the browser scheduler.
Both the client and the scheduler have the ability to amend user rights; changing these rights in the client will automatically update them in the scheduler, and vice-versa.

Within the Scheduler tab of the browser, the distribution list within each scheduled report does have the ability to change access to reports, across the board. Unchecking the "Access" box next to a user's name in the distribution list will adjust their permissions in the client as well, so that in the future they will not have rights to that report. Report schedulers may assume that selecting the "Access" box is simply tied to permissions only of that independent scheduled instance.
If you would like to have a user retain their access to that report, and simply not receive an email of this scheduled instance, "Access" should remain checked and the "Email" box should be unchecked.

The reports a user has been given rights to in the client will be generated automatically in the browser. If a user has rights to a report, granted within the client's User Setup, then within the scheduler distribution list, their "Access" box will automatically be checked.
